FY 2004 Funding Opportunities
The Cooperative Institute for Coastal and Estuarine Environmental Technology (CICEET), has moved up the release date for its three Requests for Proposals (RFP), all of which focus on developing and applying innovative technologies for managing coastal and estuarine resources. The three RFPs (described briefly below) will be released in early October, 2003. (Our largest program, the Environmental Technology RFP, will have a pre-proposals phase that will be due in mid-November.) Notification will appear on the day the RFPs are actually released.
Environmental Technology Program
Approximately 15 Projects are funded annually. Individual project awards average approximately
$100,000 per year. Projects are mostly one or two years in duration, with a small number of
three-year projects.
Proof of Concept Program
This RFP is an opportunity to evaluate the prospect of novel technologies or methods by generating
preliminary data in short duration (one year or less), low cost ($5,000-$25,000) projects. It is
expected that successful Proof of Concept Projects will result in a proposal to CICEET for an
Environmental Technology project in a future competition.
Technology Transfer Program
This RFP is an opportunity to complete the technology implementation process through the
development of strategies and actions that will effectively transfer a technology developed
through prior CICEET funding. Activities for consideration under this RFP include but are not
limited to: marketing assessments, private-sector partnership identification and solidification,
outreach programs.

CICEET was established in 1997 as a national center for the development and application of innovative environmental technologies for monitoring, management, and prevention of contamination in estuaries and coastal waters. The Institute is a unique partnership between the University of New Hampshire (UNH) and the National Oceanic and Atmospheric Administration (NOAA), and promotes collaboration among academia, government, and the private sector. CICEET is governed by a Memorandum of Understanding (MOU) between NOAA and the University of New Hampshire and is jointly managed by UNH and NOAA Co-Directors.
CICEET uses the capabilities of UNH, the private sector, academic and public research institutions throughout the U.S. as well as the twenty-five reserves in the National Estuarine Research Reserve System to develop and apply new environmental technologies and techniques.
CICEET's current five focus areas include:
- toxic contaminants
- microbial contaminants
- nutrient overenrichment
- habitat loss/restoration
- data synthesis/integration
